“Can you describe the man you saw?”
“Yes. He was tall, with black hair, and he was wearing a red jacket.”
To describe something is to give more details about it so that the listener can picture it more accurately. It doesn’t have to be its visual appearance, though. You can describe someone’s personality (“He’s always cheerful”) or the story of a movie (“It’s really sad”).
「あなたが見たという男はどのような人でしたか？」
「はい。背が高くて、髪が黒かった。赤いジャケットを着ていました。」
何かを describe することは、聞き手がより正確に想像できるように詳しく話すことです。見た目だけではありません。その人物の性格（彼はいつも元気です）や、映画のストーリー（すごく悲しい）などにも使えます。
